Your entire theory rests on the idea that Lust is creating her body from pure energy. Maybe she is. But is it not conceivable that she's simply transmuting the air around her into flesh or pulling the particles of her that Mustang just blasted off back into place? That would probably cost her less energy than making herself from scratch.
