No. Shae knew exactly what Tyrion was doing, but her ego wouldn't allow her to be tossed away like she was more important than what she really was. Shae was an opportunist. Most likely, after deciding not to get on the boat, she probably went to Tywin and Cersei to tell this mess to. It would be easy to see it the other way around and that they told her what to say, but I think she is the one that said what she wanted all on her own. Because of her ego, she would rather see him dead for trying to get her away from him.

Did you see how nervous she was when he said he wanted a trial by combat? She was scared like "Oh shit! I thought this was going to be a sure thing, now I have to worry about him actually living and coming after me" look on her face. Kayla is right. She's a bitch.

Oh btw, Varys is a eunuch. Oberyn already knew that. Everyone knows that, so I don't think he was trying to flirt. I think he is trying to figure out all the players on the board in King's landing. Find a little about their story and ambition to feel out any potential enemies or allies. Varys pretty much said that since I don't have the distraction of sex to deal with or it's manipulation, I can focus on better things…like the throne.
