I agree that Manderley must trust Wex , Glover won’t give his dagger especially as how dexterous he shown to be.
As you have considered the financial aspect of the iron bank. I’ve convinced myself that Manderley has been Wolves head silver coins. He mentioned it to the first time he went to Winterfell and there is a mint in White harbour in the Davos chapter. If you pay merchants and soldiers with wolves head silver they are invested in GNA succeeding.
