For whatever reason people think the (Completely Scientific) in the title is literal. I thought it was pretty obviously a joke, since this is just supposed to be fun. But I guess not.

  1. I'd have to disagree with your list. No offense but some of those characters don't even deserve to be on this list. This is just my personal opinion based on what information we are given in the books ( since almost every one of these characters was dumbed down in the show ). The people in your list should be listed in this order, from the least intelligent to the most intelligent:

    15. Daenerys Targaryen. Yes she is the least intelligent person on your list. Without Jorah and Ser Barristan advising her and without her dragons she would be useless!
    14. Davos. He's very resourceful and is "street smart". Honorable but not a fool. Most of the time he gives Stannis solid advice even though he comes from nothing and had no formal education. Was also a very skilled smuggler.
    13. Brynden "Blackfish" Tully. You don't live as long as this guy in the world of ASOIAF by accident. He is a very skilled warrior. Knows when to fight and when to run. Was intelligentenough to take back Riverrun from the Freys with an inferior force.
    12. Grand Maester Pycelle. Survived in KL for decades. Was able to get a seat on the small council, served as Tywin Lannister's spy at the court, was basically responsible for the Mad King's fall seeing how he was able to convince him that Tywin came to help his old friend and that's why the Mad King opened the gates for Tywin and his army.
    11. Oberyn Martell. A feared warrior, was extremely skilled and experienced warrior who would use poison during his fights to ensure the death of his enemies even if he loses. Studied at the Citadel, was able to forge six links of maester's chain until he grew bored of the Citadel. This indicates a very creative mind and it also indicates very high intelligence since it's well known that extremely smart people tend to get bored more often than ordinary people once things get to easy for them. Was involved in a conspiracy to destroy Tywin Lannister for nearly 20 years and we still don't know what his brother's masterplan was, though it's implied that Oberyn helped his brother come up with the said plan.
    10. Prince Doran Martell. Was wise enough to stay out of the War of the Five Kings. Which basically means that while the rest of the Kingdom got weaker, Dorne became stronger as a result of this. His army is intact and he is plotting to put Aegon on the IT. Acts as a weak willed cripple but is probably more diabolical than half the characters in the story. Seems to be a master strategist and since we still don't know what his end game really is, he might be one of the smartest man in the world if all goes according to plan. As of now he is number 10 on this list though.
    9.Bran Stark. Not really a genius but seeing how he was magical powers that allow him to see the past and maybe even the future, his access to information and knowledge is incredible! Given time he could become the most intelligent person in this story.
    8. Lord Roose Bolton. A tested military commander who is willing to sacrifice his allies in order to defeat the enemy. Was probably plotting against the Stark family for years and finally got the chance to get rid of them at the Red Wedding. Was smart enough to make a deal with Tywin Lannister, is smart enough to know that it's better to be discreet about the way he runs things and doesn't want others to know just how cruel he can be when he wants too. Unlike his son Ramsay who loves when people hear terrible stories about him and thinks that he can control the North forever with fear.
    7. Illyrio Mopatis. Came from nothing, was a sellsword who got by thanks to his sword and intelligence. Once he met Varys, the two formed an alliance and also became friend. Illyrio rose high in the world and is obviously highly intelligent seeing how is a master manipulator and is in league with Varys. No one knows what his true motivs are for helping the Targaryens and what he hopes to accomplish once it's all said and done.
    6. Varys "The Spider". Comes from nothing just like his partner in crime, Illyrio. Unlike Illyrio, Varys had a very traumatic experience as a child. However this experience did not break him, it made him stronger and more resourceful. He became a very good thief and was also willing to go so far as selling his own body in order to move up in life. Later he established a spy network which was so effective that even the Mad King became aware of Varys and decided to add him to his small council. He has probably the best spy network in Westeros and he is also quite ruthless seeing how he uses children to do his bidding. His "little birds" get their tongues removed so that they are unable to rat him out.
    5.Jaehaerys I Targaryen. The fact that he was the longest reigning Targaryen King speaks volumes about this man. One of his nicknames was "Jaehaerys The Wise". His reign is remembered as the most prosperous period in the history of the Targaryen monarchy. Nuff said.
    4. Tyrion Lannister. Although not as clever and resourceful as Varys, he is quite intelligent and knows how to read people pretty well. He doesn't trust Illyrio and in the books i think it's safe to say that he doesn't trust Varys either, not really. According to his aunt, he is Tywin's true son because he has his father intelligence and can be ruthless when he wants to be. In time i believe he will become more careful and pragmatic. In my opinion he should've been number 4 on your list.
    3. Qyburn. Basically a mad scientist. Highly intelligent and resourceful. Has an incredibly creative mind and curiosity. Created a living, walking Zombie who does whatever he tells him too.
    2. Tywin Lannister. He has achieved more than any other Lord in Westeros in living memory. Dealt with a rebellion in Westerlands with ruthless efficiency. Restored House Lannister to it's proper place. Served as Hand of the King for 20 years under King Aerys. Is/was the richest man in Westeros and possibly the world. Was a political genius and a master strategist and tactician. Stannis as a young boy though that Tywin was actually the King when he visited KL with his father. Basically destroyed House Stark in the war of the five King thanks to the RW.
    1. Lord Petyr Baelish AKA Littlefinger. This guy started the war of the five Kings. He manipulated the entire realm. Caused the conflict between House Stark and House Lannister which resulted in the destruction of the Starks, which he probably enjoyed very much. Weakened House Lannister, basically caused the fall of House Tully. Took control of the Vale and is now Lord Protector of the Eyrie and the Vale of Arryn. Has his people everywhere and also seems to control the second largest spy network in Westeros. Came from nothing and is now one of the most powerful Lords in Westeros and he achieved all this using his intelligence. Knows how to play people against each other, manipulates others with ease, is probably the best liar in the books seeing how everyone likes Littlefinger in the books and they all trust him because they don't view him as a threat and he is very helpful when he needs to be. Some book readers even seem to think that he has psychic powers seeing how easily he is able to control others and how he always seems to know what others seem to want, and he is more than happy to help them get what they desire.

    My personal list is a little different but i just wanted to point out the flaws in your list. The order was all wrong, sorry.

  2. I'm going by the TV series, not the books, though no doubt there will be similarities. Tyrion and Daenerys show a lot of the resourcefulness that you are saying is needed to prove iq. for example tyrion escapes from corrupt trials on two though credit to varys for masterminding the second. It's not just him being well-read: he is nearly killed/taken captive by tribesmen in the hills but manages instead to turn them into allies for his father's war, basically safely escorting him to where he wants to be. he manages to take out one of the most ruthless and cunning tacticians – Tywin, which proves to help his cause with daenerys (although perhaps unintentionally?). He convinces slave traders to take him and Jorah to Daenerys rather than kill them. He convinces daenerys to take them under her wing rather than kill them.

    In season 7, he gives daenerys a great strategy to take king's landing with minimal civilian deaths, hence cementing her reputation as a just ruler. It cost her some men but lannisters also took casualties and the strategy may well prevail – e.g. if Theon successfully intercepts Euron, saving Daenerys' armies from the fleet he plans to ship from Essos (although he doesn't realise this could be the outcome of saving Yara). Tywin also got Cersei on board with the truce: although she lied, the outcome was Jaime marching his troops regardless because of the promise.

    Daenerys showed that same kind of intelligent resourcefulness, it's just that as a leader she had to prove strength of character above all else. Se has banded together Dothraki, Unsullied and some Westerosi armies even though she was just Khal Drogo's / Viserys' property to begin with. Se resolved political issues like with slavery and the sons of the Harpies in a city in a land she never grew up in and so did not truly understand on a deep level, at least to begin with. She intelligently and masterfully seized ownership of the Unsullied by using the stick of blind authority the slave master gave her, playing dumb like she didn't speak his language to make it easier to out-maneveur him while giving him Drogon who she knew would remain faithful.

    I have a question: how do you scientifically estimate character IQs in a novel or TV series? Also why do intelligent people have to have some master plan? Most intelligent people are way too lazy for that: being 'resourceful' with their intellectual energies and all that. Also what of the argument that intelligence is like a muscle: you can become smarter through education and experience rather than it being genetically, or even identifiable as one specific set of traits only?

  3. I would lower most of these by ten to twenty points except for the top three. I think Tyrion is too high, and should be around 120~, same with Tywin.

    Tywin for example should have traded the death of the Targeryens for a pardon of his regicide and release of Jaime's kingsguard oath. The deal he made was just a royal wedding and a pardon for his bloody revenge versus the long term benefit of a Jaime who could marry, etc etc

  4. There are different types of intelligence. In terms of social manipulation, the Tyrels could be considered more intelligent than the Lannisters. It's really more about acquired skills and how mentally ill the individual is as well. Many people make dumb decisions because they have some sort of personality disorder. The Dothraki value violence and physical prowess but they understand the value of legends and magic more than the maesters of the Citadel.
