I mean he had plenty of opportunities to kill them off one by one. So I did a little digging, but what I found goes far beyond just their ability to survive.

The town or Drury and the evil are mentioned in 11/22/63. which would be another one to do a theory over because of the time loops and everything that goes on in it. its a series on hulu now, but i haven't watched it, just read the book

Isn't this really just a flaw on Stephen Kings writing? That he basically writes the same story over and over with different characters.
In one of the books there is "Pennywise lives" spray painted on the wall of a building.
I just thought that he was scaring them to make them taste better and that is why Pennywise didn't kill them.

the Shine is shared, i assume, in the Dark Tower world, too. Especially since Pennywise's kind can be found there also.. Jake and the seer telepathically talked, as made possible by said Shine
Jake had emotional trauma since his father died tragically, i think that's how he earned the Shine. I'm no SKing expert since ive only ever seen his films and other related videos, but i think it's pretty clear the Shine is also the same in IT..
