There's a lot of characters way worse than Joffrey, like Gregor Clegane, Viserys Targaryen, Roose Bolton, Reek, the Smiling Knight, Ayeris Targaryan (the mad king), Aerion Brightflame, and Meagor the Cruel.

Ramsay is way more evil than Joffrey. Joffrey was misguided by his mother and given way too much power. Joffrey did some really fucked up shit, but Ramsay fed a pregnant woman to dogs while she was still alive.

Ramsay is much more creatively evil, face to face he's much more dangerous than Joffrey is, but Joffrey is still more dangerous overall because he has much more political power and can basically do whatever he wants with no consequences.
