Cersei couldn't do anything after the king had given an order in public. It would undermine his authority and that is the most dangerous thing to do in their situation. We saw her go to Joffrey just after he spoke, but he had no intention to listen. She was as surprised and shocked as anybody else. This is going against her efforts to find a peaceful way out of the conflict.
