Dragons are supposed to be highly intelligent – some have even suggested (in the world of ASOIAF) that they're more intelligent than humans. I highly doubt a warg would be able to control a more intelligent creature than itself. So far, the only evidence we've seen of the ability to warg into something of near-human intelligence would be Hodor. Oh, god, I'm so sorry Hodor… but he isn't all there clearly. Also, humans and animals are pretty mundane, whereas dragons are more arcane/magical.
