The Warlocks of Quarth, a very old guild of mages. Their Magic seemed to become strong again while the Dragons where close, and the Servants are either disguised Warlocks or somehow mentally controlled at this time. The Way they actually gain Power is ment to be Mystical

It is the death of "The Thirteen" as an institution in Quarth though- so it's technically still accurate.
I really hope that we get to see Pyat Pree again (in-show and in the books). I love creepy, and that guy *bleeds* creepy.
Plus, the way his powers seem to work in the show leaves some doubt as to whether or not he actually burned to death.
