If mer folk have a type of shape shifting ability, as is the case in many stories about them, then it does not matter about robes , shoes , feet, genitals.

Merman Varys is legitimately scary, scarier than the white walkers to be sure. He could look human and then have the head of an angler fish when you turn back around.

Don't be silly. The fish half of merlings is the top half. How else could the legendary Grey King have had children with his mermaid wife? And how would they breathe if the top half was human?
