Varys knew Jamie would come to him for help before Jamie knew. Varys also showed how much he hated bells in the show after Tyrion got on the ship and the bells rang he turned around and got on too. Varys is a Targaryen but not a useful one, cant fight, cant give an heir, he is better off dead or as leverage so he is now some unich from the east and does what he can to stay relevant.
The Tarbeck did not have a place to go in Essos and the Balckfyre's did. He is likely a Blackfyre.
