My guess would be: if the vote goes 3-3-3 then the each of the three finalists would vote for which of the other two they believes deserves to win (cannot vote for themselves). If there is still a tie (ex. A votes for B, B votes for C, and C votes for A) then I think it's a three way fire making challenge.
Or maybe each juror then votes for who they think should come in second and the one with the most votes there win?
