The difference between Tywin and Roose is that Roose Bolton doesn't give two shits about what happens to House Bolton after he dies. This is why he tolerates Ramsay Snow, while Tywin scolds all his children as he wants to establish a Lannister dynasty.

I truly wish the show had not focused so much on Ramsay Bolton. He is predictable and doesn't have much depth. Roose, on the other hand, has many more levels and characterization.
