Books hand copied in our own past history were commonly chained down…. they were extremely valuable…think Middle Ages and huge very decorated bibles … chained to a podium for everyone to access.

1. to prevent theft
2. when each maester or apprentice takes out a book, hes given the key to said book, if the book goes missing they keep a log to discover who was the last to take the book out.
The chains are their to protect these one of a kind literature treasures from ever being stolen, and also to keep track of who's read them and knows the knowledge that book may contain. thats just my opinion, u know its a library, so much in the same way libraries operate today, i how i'd imagine this one to as well.

Books used to be very rare and produced by hand . In medieval times they would chain the books so people wouldn't take them. It pretty much to prevent theft.

It's just a book and the chains are so only maesters can lend out the books to keep track of who has them.

Someone already said it, but just to elaborate, before the printing press books were written by hand. Paper was expensive, ink was expensive and a book took ages to make. There were very few books and they were very precious.

dude chains on a book in a citidel of ALL known written history and lore, its to keep them from getting lost and stolen because some of those books have information that could change the face of the world as they know it.
That book is "The Adventures of JJ Volty and Irogenia". It serves as a sort of Kama Sutra of Planetos and comes with many vivid illustrations. One of the citadel's most frequently requested works.
The astrolabe reminds me of Battlestar Galactica — It's happened before, and it will all happen again. The Whitewalkers head south on a timetable that has little to do with what the humans are doing. They can't support themselves in the far north anymore, as their normal prey (whatever it is) migrate or die off.

The guild of the Maesters is a closed order, and don't think "outsiders" are allowed in the Citadel Library.
The chains are definitely just holding each book to the shelf – I've seen this in ancient libraries before – it stops books going missing.
