I have a question that's bugging me. When Bran yelled at young Ned when he was about to walk up to the tower, Ned stopped a minute. Bran told The Blood Raven that his dad heard him. What was that all about?

Perception is a weird thing. Bran can walk in the exact same sense that he can fly. I'm pretty sure bran isn't flying either so why does quoting "you will never walk again but you will fly" change anything? Tbh that dialogue was kind of silly, he's neither going to be flying or walking unless he wargs.
