Any street urchin could have been picked up by the sorcerer for free.PLUS, if he did not have 'King's Blood", (which is Targaryen blood), the blood magic would not have worked, right? More than likely, he shaves his head because he has the Targaryen white hair, which is how the sorcerer recognized his bloodline. I think the books establish that many God's require human sacrifice, including the old God's, so Varys didn't Have to be Targaryen. Also, obviously King's Blood is the blood of a king, any king, unless you really believe Mance is also Targaryen.
