“I’m an actor, so we’ll be the last people to know what’s going on in our characters. I haven’t been told by anyone with any kind of conviction or authority where exactly he is at that point. All we know is that he’s still alive somewhere in that world, and that’s as much as I know too. I know as much as the fans.”

Where is Otto Hightower right now?
It seems like, just like Matt Smith and the rest of the cast, Rhys Ifans has yet to receive the script. The unexpected scene at the end of House of the Dragon Season 2 depicts Otto Hightower in a cage, following his departure from the palace after being replaced by Criston Cole as the Hand. This detail is not found in the books, which has left fans perplexed. This twist might shed light on why Otto has not been replying to Aemond’s messages. It’s possible that he was captured by the Blacks, or perhaps he was imprisoned by the citizens of Oldtown, including his brother Ormund Hightower, for reasons yet to be revealed.
